Credit unions are creatures of statute. They usually make only short-term loans, but may occasionally make loans secured by liens on real property - typically, second mortgages.

Determination, based on state law, must be made in relation to their creation, good standing, and limitations in relation to their capacity to acquire and hold real property and to execute mortgages.
